Summary
The Budget Act of 2026 appropriated $20,904,000 to be distributed by the Judicial Council through the Legal Services Trust Fund Commission of the State Bar of California for the implementation of the Community Assistance, Recovery, and Empowerment (CARE) Act. The commission will allocate these funds as grants to qualified legal services projects and public defender offices for CARE Act representation, provider training, and technical assistance, and to the State Bar of California for program administration.

The Legal Services Trust Fund Commission recommends that the Judicial Council, effective October 17, 2026, approve the distribution of $20,904,000 to the Legal Services Trust Fund of the State Bar of California for the implementation of the Community Assistance, Recovery, and Empowerment (CARE) Act (Umberg; Stats. 2022, ch. 319) (Link A), as authorized by the Budget Act of 2026 (Stats. 2026, ch. 21) (Link B).
